Bill Dupor, associate professor, economics, is the co-author of a study on the effects of the American Recovery and Reinvestment Act (ARRA). Dupor and his colleague reported their findings in a paper titled, The American Recovery and Reinvestment Act: Public Sector Jobs Saved, Private Sector Jobs Forestalled.

They concluded that the stimulus package shrank the economy, destroying about 550,000 jobs overall. The stimulus saved or created 450,000 government jobs, but that was offset by the fact that the stimulus eliminated out a million private-sector jobs. As they noted in their study.

“Our benchmark results suggest that the ARRA created/saved approximately 450 thousand state and local government jobs and destroyed/forestalled roughly one million private sector jobs. State and local government jobs were saved because ARRA funds were largely used to offset state revenue shortfalls and Medicaid increases rather than boost private sector employment. The majority of destroyed/forestalled jobs were in growth industries including health, education, professional and business services.”
